EXPLANATION OF THIS ISSUE 

This issue is in the nature of an extra one, containing but 
little alumni news as such, but telling a big story about former 
Stoutites even so. Here you have the roster of the extra large 
group who this summer selected — in most cases — their alma 
mater in which to continue their specific education. Look over 
the list ; you'll probably discover what at least a few of your old 
cronies are doing this summer, and where they are now located. 

We also present the new and revised Alumni Association 
constitution in the expectation that some new activities among 
alumni clubs and formation of new clubs will occur this fall. 
Homecoming at Stout and the various state teacher's conven- 
tions should register a real advance in Stout alumni organiza- 
tion in 1928. If progress will continue even as fast as it has 
since the reorganization of old students which was started a 
couple of years ago, the efforts of the officers and active asso- 
ciation members shall not have been in vain. The Alumnus 
hopes for many encouraging reports as the local secretaries 
again get busy and announce, thru this medium, the scheduled 
gatherings for the coming school term. 

Van Duzee Sends Greetings 

On the summer session instruction staff appears again the 
name of the Alumni Association president, Roy VanDuzee of 
West Allis, Wisconsin. Several hundred of his associates in 
alumni work have been greeted personally by Mr. VanDuzee 
this summer. To the hundreds of other graduates, he sends 
greetings at this time, together with the admonition that the 
coming year's- activity or lack of activity on the part of the 
near-score of local associations can make or can break the 
alumni contact movement so hopefully started. 



THE CONSTITUTION OF THE 
ALUMNI ASSOCIATION 



PURPOSE : To further the general welfare of our mem- 
bers; to give to the community what Stout Institute has given 
to us ; to uphold the reputation of the school and promote all 
its interests; to foster a spirit of helpfulness and friendliness 
among Stout graduates; and by united effort to aid m main- 
taining the high ideals of its founder, and to carry on'i the 
splendid Avork its President. 

BY-LAWS 

Section 1 — Officers 
The officers shall consist of a Board of five Directors, the 
President, Vice-President, a Secretary-Treasurer and two mem- 
bers at large. The Secretary-Treasurer shall be an eligible 
member of the Alumni Association, residing during the school 
in Menomonie. 

Section 2 — Elections 

Nominations for officers may be made by any chartered 
Stout Institute Club or by any ten members of the Alumni 
Association acting conjointly. 

These will be canvassed by the Board, of Directors and a 
ballot prepared and published in the spring Alumnus. The 
returns will be canvassed and reported in the fall number of 
the Alumnus. Until the Alumnus is on a permanent paid 
basis, the election of officers may be made by a majority vote 
at the annual business meeting of the Alumni Assocition. 

Section 3 — Annual Meeting 
The annual meeting shall be held on Alumni Day of Stout 
Institute, at such an hour and at such a place as the Secretary- 
Treasurer may designate. 

Section 4 — Board of Directors 
The Board of Directors shall be chosen annually as follows : 
At the first election, the President shall be chosen to serve 3 
years, the Vice-President and one member at large to\ serve 
two years, and the Secretary-Treasurer and. the other member 
at large to serve one year (Retiring President) ; and there- 
after one group shall be elected each year to serve for three 
years and until his successor is elected and qualified. 

The Board of Directors' shall have general charge of the 
btisiness of the Association ; shall authorize all disbursements 
and investments of money belonging to the association or held 



iii trust by it ; shall at each annual meeting appoint from the 
members of the Association an auditing committee of three 
and report the results of such examinations to the Association. 
The Board of Directors shall meet for the transaction of busi- 
iness at the call of the Secretary-Treasurer, or President, or by 
a petition signed by any three members of said Board. 

Section 5 — President and Vice-President 
It shall be the duty of the President to preside at the an- 
nual meeting of the Association; to act as chairman of the 
Board of Directors, to be official representative of the Asso- 
ciation, and to perform all other duties usually imposed upon 
such officer. 

The Vice-President shall perform the duties of the Presi- 
dent in case of the .'latter's absence or disability. 

Section 6 — Secretary-Treasurer 
It shall be the duty of the Secretary-Treasurer to keep an 
alphabetical list of all alumni, together with brief biographical 
notes pertaining to same; to act as necrologist, rendering an 
annual report as such necrologist, as prescribed by the Board of 
Directors ; to act as general agent to the Association ; and to 
this end he shall have the general Avelfare of the organization 
in charge; to aid in the formation of local alumni clubs, and to 
keep himself and the Alumni Association informed as to such 
clubs and societies of alumni of other educational institutions; 
to attend and keep records of all meetings of the Board of 
Directors. He shall collect membership dues, keep the seal 
and accounts of the association; to receive all money belonging 
to the Association, or funds held in trust by it, and deposit the 
money and funds in such a manner and under such conditions 
as the Board of Directors shall from time to time prescribe; 
to make at each annual meeting a report showing the exact 
conditions of the finances of the Association, the amount of 
money received and turned over to the bank, the amount of 
money expended, and for what purpose expended. 

Before entering upon the duties of said office, the Secre- 
tary-Treasurer shall give a bond, running to the Board of 
Directors, for the faithful performance of his duties, in such 
amount as the Board of Directors shall order and' approve. 
The Board of Directors may at any time order the Treasurer 
to give a new bond, and a failure on the part of the Treasurer 
to comply with such orders within 30 days thereafter shall 
constitute a forfeiture of said office. The disbursement of funds 
shall be made in accordance with the order of the Board of 
Directors when signed by the Treasurer of the Association, and 
countersigned hv the President.

Section 7 — Membership 
All persons who have received a diploma or a degree, or 
who have been recommended for a degree from the Stout Insti- 
tute may become active members of the Association. 

Section 8 • — Associate Members 
Any person who has been in attendance in. any department 
of the Stout Institute for a period of not less than one summer 
session may become an associate member of the Association, 
provided he has discontinued his work at the College. Pro- 
vided further, that any member of the Board of Trustees of the 
Stout Institute and any member of the Faculty of the Stout 
Institute' may also be elected as associate members. The de- 
fining of voting and office holding privileges and status of 
associate members in the local Alumni Clubs, be determined 
by such local organizations individually. Associate members 
shall not be eligible to voting and office holding privileges in 
the national organization. 

Section 9 — Fees 
There shall be imposed upon each member and associate 
member of the Association an annual assessment to be deter- 
mined by the Board of Directors. Provided, however, that the 
non-payment of said assessment shall not be construed as an- 
nuling the membership of any individual; and provided further, 
that said annual assessment shall not be cumulative. 

Section 10 — Standing Committees 
In addition to the Auditing Committee provided in Section 
IV of these By-Laws, there shall be appointed such other com- 
mittees as the Association or the Board of Directors shall from 
time to time find necessary and advisable. 

Section 11 — Quorum 
A quorum shall consist in the Association of twenty mem- 
bers; in the Board of Directors of a majority. 

Section 12 — Order of Business 
The order of business for the annual meeting of the Asso- 
ciation shall be as follows : Subject to be waived or changed 
by a majority vote of the members present:

2. Reading of the Recorder's minutes 

3. The report of the General Secretary'

Section 13 — Amendments 
These By-Laws may be amended at any annual meeting of 
the Association by a two-thirds vote of the members present. 

Section 14 ■ — • Robert's Rules of Order 
Roberts' Rules of Order shall govern in all cases not pro- 
vided for by the foregoing By-Laws. 

FINANCIAL PLAN 
A.nual dues $2.00 to be subdivided as follows : 
■ $1.00 — one year's subscription to Stout Alumnus 
.50 — for local club dues 

.50 ■ — for financial needs of the general organization. 
The following are motions made and carried- at the An- 
nual Meeting of the Stout Institute Alumni, November 5, 1927, 
which affect the administration of the By-Laws to some extent, 
but were not made as amendments to them. 

1. Moneys collected as subscriptions to the Alumnus shall 
be turned back to the organization from -which they 
came. Until further notice is given or a change in plan 
suggested, the one dollar referred to in the financial plan 
as Alumnus subscription, be deducted from the annua! 
Alumni Association dues, making the dues one dollar per 
membership, fifty cents of which shall be local club clues, 
and fifty cents to be given to the national organization

2. The Secretary-Treasurer be authorized and to draft from 
the Junior and Senior classes of the Stout Institute, 
assistants, in the persons of students who are already 
diploma graduates, therefore full members of the associa- 
tion, whenever secretarial duties assume proportions re- 
quiring such assistance.
